In December 2007 a letter was sent to the UK government and the Office of Communications (“Ofcom”), demanding access to spectrum be reserved for a new tier of television services targeting geographic communities (“local TV”). This letter was signed by many commercial and not-for-profit groups who had previously campaigned separately. ULTV was born.

Today, ULTV campaigns to support and encourage the development of local TV in the UK. In the past year, ULTV has met with representatives of all the main political parties represented at Westminster. ULTV has also met with Ofcom and a wide range of other groups interested in communications policy issues. ULTV continues to maintain a close dialogue with policy advisers and opinion formers.
